Webb graduated from Harvard College in 1846. He read law with John Rand, Esq. and was admitted to the Maine bar in 1848. He practiced in Portland (1849-1865) and turned to state attorney positions eventually becoming U.S. District Attorney (1878-1882). U.S. district and circuit courts were created by the Judiciary Act of 1789 under the authority of the constitutional provision that the judicial power of the United States be vested in a Supreme Court and in such inferior courts as the Congress may establish.
